SAN JOSE PARTIDO
San Jose Partido, officially the Municipality of San Jose Partido (Central Bikol: Banwaan kan San Jose; Tagalog: Bayan ng San Jose), is a 4th class municipality in the province of Camarines Sur, Philippines. According to the 2020 census, it has a population of 43,973 people. Formerly known as Patrocinio, it is located at the southern part of the province approximately 52 kilometres (32 mi) south of Metro Manila. It is a distance of about 55 kilometres (34 mi) from Naga City and 45 kilometres (28 mi) away from the town of Pili, the capital town of the province. The history of the town of San Jose dates back to 1801 when this town was a barrio of Lagonoy under the name Danlog. The old Parish Priest of Lagonoy, Fr. Salvador Mendoza, decided to build a church in a place called "Cabayawasnan" because of the presence of so many guava trees in the area. Unfortunately, the place was owned by Laurenciano Barcillano who refused to donate the land to the Church. However, through circumstances beyond his control, ownership was passed to the Church. The construction of the church began in 1818 and there were only around thirty houses around the area. So, the priest sought the help of the people of Lagonoy. It was a cooperative effort of the people of Lagonoy who worked on the northern part and the people of Danlog on the southern part. Most of the materials and labor were either free or as payment for weddings and baptism. In 1813, the town of San Jose was officially established under the name "Patrocinio" derived from the word "Patron", meaning model. Then it was changed to Patrocinio de San Jose in honor of its Patron Saint, San Jose de Patriarca. Later in 1883, it was shortened to "San Jose" which is now the official name. Its founders were Fr. Salvador Mendoza, then the Parish Priest of El Pueblo de Lagonoy and Don Macario Agustin, the first Capitan Municipal of the town. After the founding of the town, progress and development became eminent and this could be attributed to the cooperative efforts of the church and the state. In 1887, the foundations of the municipal building were laid when Venancio Obias was the Captain Municipal. His successors continued the work but the structure was completely destroyed by a very strong typhoon called "Bagyong Ogis", so named because the back of the trees were shredded of and trunks turned white in 1898. A big house owned by Capitan Gregorio Patrocinio was made the temporary "tribunal." When the people of Naga decided to take up arms against the Spaniards, Elias Angeles, then the leading "Guard Civil" of Naga convinced the people of San Jose to join the revolutionary movement. Ariston Prila, a "cabeza de barangay" from barangay Kinalansan heeded the call. In the early part of 1903, when the Americans reached the town, there were a handful of revolutionaries led by Jose Valencia and Nicomedes Mata but they fled when they realized that their resistance was futile. The American Government was easily established and continued its pacification campaign while pursuing its goal of effecting changes in various aspects of the lives of the people. During the Japanese occupation, Japanese soldiers reached the town in the latest of 1942. Most of the people had evacuated to the far-flung barangays and up to the mountains of Goa and Lagonoy while some joined the guerrilla movement. Filipino-Japanese government continued with an appointed Mayor. Filipino volunteers manned the defense of the town hall which served as garrison while the Japanese Imperial Forces had Goa for its headquarters. Schools were ordered opened by the authorities to allay fears and to give confidence of the people. With the end of the Pacific War and the celebration of Independence in 1946, the people slowly rehabilitated their lives from the ravages of the war and returned to their usual milieu with renewed vigor. May 19 marks the annual celebration of the feast day of San Jose, the town's patron saint.

REVIVING THE GOLDEN AGE OF HARANA IDYLLIC SAN JOSE TOWN
SAN JOSE, Camarines Sur --The Harana Festival, an Partido iconic local cultural event Administration in municipality that thruhas captivated the hearts of the young and old, Tourism locals and visitors alike, is Basic on staging a comeback. First held on February 13, 2003 during the term of Atty. Gil P. Pacamarra, 3rd former mayor of the town, Harana Festival has carved a popularity of its own alongside the Baybayon Festival of Sagñay and Samhod Festival of Lagonoy. The Department of Tourism has duly recognized this event as a major initiative leading to the preservation and promotion of culture. For several years until its last staging in 2010, it has been a major tourist attraction of San Jose, a town endowed with scenic beaches, rich cultural heritage and peace-loving and religious townspeople as it showcased local talents in music, resources and distinct practices in this locality. Harana or serenade is a traditional form of courtship in the Philippines in which a man, with a group of male friends, woos a woman by singing romantic Filipino love songs with accompaniment, guitar underneath her window at night. It is widely practiced in many parts of the country, particularly in rural areas, a custom dating back before the Hispanic colonial era. Today, harana is now seldom practiced in the Philippines. The spirit of serenade and romance, however, thrives in our culture, primarily due to the Filipinos' innate passion for music and great respect for women and their families as well. Engr. Jose Chito C. Milante, who was the Vice Mayor during the initial year when the Harana Festival was held, and is now the Municipal Planning Development Coordinator, recalled that this event was originally FESTIVAL: Karantahan HARANA called nin Pagranga. It was launched during the incumbency of then Congressman Felix Wimpy Fuentebella, now an undersecretary of the Department of Energy. This all started when the Partido Development Administration (PDA), thru the Regional Office of the Department of Tourism conducted the lst Basic Orientation Seminar on Tourism for Local Chief Executives and other offices of the 3rd district of Camarines sur. Held at Aguirangan View Hotel in Maangas, Presentacion in the province of Camarines Sur, the outcome was highly encouraging even as it also posed a challenge to local government units in the Partido Area to come up with their own festivals to promote eco-tourism and cultural awareness. Milante noted that the tremendous success of Partido Baybayon Festival in Sagħay served as jump-off point for other towns in the district as they sought to develop their own festivals in a bid to boost tourism and grow local revenue. Two later that municipalities had their own festivals were Lagonoy, with its Samhod Festival, and San Jose, the Harana Festival. Twenty years later after its birth, the Harana Festival is back, in time for the Love Month and National Arts Month. Held from February 13 to 18, 2023 with the carrier theme, "Cancion Paglaom," the red feelings of event among the old nostalgic and stirred enthusiasm and cultural wareness to the young With the energetic and vibrant Municipal Councilor (Chair, Bobby Clutario Committee on Tourism, Culture and the Arts) as Overall Director, and guidance of Mayor Jerold B. Peña and support of colleagues in the Sangguniang Bayan led by Vice Mayor Virgilio E. Panuelos, department heads, LGU staff and sponsors and stakeholders, the re-launching of the revived Harana Festival has attracted more spectators and guests due to the conduct of other events that made the town colorful and more even festive. Clearly, the enthusiasm, excitement and joy of spectators during the week-long celebration were sustained as the various events unfolded- Binibining Harana Festival, Bicol Song Writing and Singing Competition, Music Video Competition, Battle of the Bands, Regional Choral Singing Competition, Inter-Barangay/Agency Float Competition, DepEd Cultural Night, the first badminton regional dubbed competition HaRanaPas, and the concert of the band Nobita. The huge crowd drawer at the San Jose Central School grounds on the finale night, February 18, was the concert of the singing group Nobita. Fans of this popular band from the barangays of San Jose and the town's neighboring municipalities screamed and shouted to the rhythm and beat of their music. The local government unit of San Jose was ever thankful and appreciative of the support from the Development Partido Administration, Congressman Arnie B. Fuentebella, Department of Tourism- Bicol, the National Commission and the Arts (NCAA), Sponsors and Stakeholders. Mayor Peña deemed it wise and practical to revive this festival rather than come up with a new one. He sees the Harana Festival to be complementing his vision for tourism being one of his flagship programs. An ordinance will be enacted by the Sangguniang Bayan to institutionalize the yearly event. Soon, a Municipal Tourism Plan will be crafted to put all tourism concerns in place. With the support of the Department of Tourism, National Commission for Culture and the Arts, stakeholders and the private sector, Mayor Peña is optimistic that the local government's vision on tourism will "A be accelerated: Premier Food Basket and Tourism Destination with Empowered and Peace-Loving Josenians living in a Modern Infrastructure and Ecologically-Adaptive environment sustained by a Fully Developed and Dynamic Economy, and Nurtured by God-centered and Proactive Leaders." Mayor Pena aptly said, "May the Harana Festival be a reminder to all of us: where we come from and the strengths we have; that if we only appreciate what is inherent within us, we can aspire for the BEST! This festival breaks the barriers of our differences, cultural diversities, religion and political ideologies." He concluded: "May this festival be proof that we can also find solace in music - a cradle in this ever-changing world; that no matter where we are, we will always find and consider San Jose our home, especially those who seek the symphony of life and a better future."

March 8, 2024 is a historic day for the people of Partido Area! This day marked the inauguration and blessing of the first-ever dialysis treatment and care facility, the San Jose Partido Nephrozone Wellness Center, located at RHU Compound, Barangay Boclod, San Jose, Camarines Sur. Largely responsible for the realization of this noble project is the visionary local chief executive, Hon. Jerold B. Peña, in close partnership with Ms. Lourdes Briones, the selfless President of the Renal Solution Plus Foundation, Inc., who has her roots in Tigaon, Camarines Sur. The dialysis center which is committed to provide accessible, affordable and quality and readily available medication and management and care of dialysis patients shall cater to San Jose residents and townspeople of neighboring towns. No less than DOH Secretary Teodoro "Ted" Herbosa was the Guest of Honor in the inauguration and blessing of the dialysis center. Also in attendance were Undersecretary and Concurrent DOH Bicol Regional Director Nestor F. Santiago, Camarines Sur Provincial Health Officer, Dr. Rey Millena, Sagñay Mayor Jovi B. Fuentebella, Tigaon Mayor Pamela Rinah B. Fuentebella, RHU Head Dr. Arnel P. Armea and Staff, Department Heads and Employees, Barangay Officials, representatives of line agencies, religious, academe, business and other sectors. In his inaugural message, the DOH Secretary lauded Mayor Peña for initiating to put up the dialysis center in partnership with the Nephrozone Wellness Center headed by its President, Ms. Lourdes Briones. Dr. Herbosa underscored the grave financial difficulties and devastating emotional sufferings of dialysis patients and their families go through to save their loved ones' lives. With the birth of the San Jose Partido Nephrozone Wellness Center, DOH envisions the expansion of the agency's 8-point action agenda of bringing "ligtas, de-calidad at mapagpalang serbisyo." This also marks the beginning of ensuring high quality, safe and people centered services in the area while ensuring holistic care across all lifestyles "dahil sa Bagong Pilipinas, Bawat Buhay ay Mahalaga." Per DOH data chronic kidney disease ranks 4th in the leading causes of morbidity and seventh among the leading causes of death. Hopefully, the San Jose Partido Nephrozone Wellness Center shall significantly address this alarming statistics!

The Local Government Unit of San Jose has set up an Animal Bite Treatment Center for animal bite and scratches. The treatment center is located in the Propose San Jose Infirmary Center at Brgy. Boclod (Market Site), San Jose, Camarines Sur. The ABTC will accommodates and cater all animal bite cases regardless of the category of rabies exposure. This means that ABTC can accommodate emergency cases that entail severe exposure of animal bites. Moreover, the urgent need for medical care and treatment for animal bite patients was deemed essential by the Rural Health Unit of San Jose for the ABTC to open. Those bitten by dogs and other rabid animals, can avail of at least two free anti-rabies shots. This offer will be free to all San Joseans and as for the clients outside the town, an Ordinance will be issued by Sangguniang Bayan that will serve as to how they can avail it. This huge project is one of the priority programs of LGU San Jose under the administration of Mayor Jerold B. Peña thru the Municipal Health Unit headed by Dr. Arnel Armea with the help of Mr. Kristoffer Dan Verdejo and all the RHU Personnel.
